F28 WAC covers formats from narrative scale (small tacteams vs a GM), skirmish (head to head with small "gangs"), and battle (larger armies), complete with missions, campaigns, and force creation rules for all three formats. It has suppression mechanics integrated into the activation system, and allows for both actions and reactions. It is miniature agnostic, and can be played in several different genres.
